What Is The Full Form Of MACP In Law?

MACP full form in law is Modified Assured Career Progression. This is a government of India policy that is aimed at ensuring Central Government civilian employees get routine and predictable career advancement. These modifications in MACP have been made based on the recommendations of the 5th Pay Commission. The objective of the scheme is to provide automatic career progression through three financial upgrades on completion of 10, 20, and 30 years of continuous service, subject to the condition that the employee has not been promoted as part of the regular promotions during these intervals.

The MACP Scheme ensures that career progression, along with corresponding pay upgradation, is provided automatically on a non-discretionary basis at three critical junctures of a government employee’s career, irrespectively of promotional status. This scheme in a way boosts the morale and motivation level of employees, especially those in structurally confined government organizations where promotional opportunities are lesser. According to the scheme, financial upgrades under MACP are applied to the immediate next higher Pay Level in the Pay Matrix. Employees are given the option to have their salary adjusted to the higher post/Pay Level from the date of their upgrade/promotion or from the date of their next regular increment, which could be on January 1st or July 1st, as per the guidelines of FR22 (I)(a)(1).
